Legate David Fouche was the Planetary Legate of Fletcher, for the Republic of the Sphere, from at least 3130 to 3136.[1][2][3]

On 25th January 3135, during the Blackout, a riot started in Valis City because the people though a series on incoming DropShips were Capellan Confederation forces were arriving on the planet. Legate Fouche calmed the local citizens, informing them that the incoming DropShips where part of the scheduled resupply convoy coming in from [New Home] that was arriving a day earlier than expected. Nevertheless, martial law was enacted by the Legate, until all riots were stopped.[1]
By 3136 Legate Fouche was known to be an avid supporter of the Senatorial Alliance, and Senator Carlos Wyndham, together with Fletcher's Governor Deli Wolfe.[3]

- Fouche is noted as Governor rather than Legate in one source,[4] swapped with the individual otherwise named as Governor by other sources.[2] As the Dark Age: Republic Worlds (3130) listing of Republican planetary governors and legates is generally relied upon by other canon sources such as Dark Age: 3132-3134 INN over the one in Dark Age: Republic of the Sphere its information has similarly been preferred as correct for the purposes of this article.
