During the early 24th Century, number of nations begun to merge to form large and stronger nations. This prompted Marsden's neighboring nations Tamar Pact & Federation of Skye to begin talks with Donegal to merge. Fear of the Draconis Combine prompt Tamar's leader Kevin Tamar to call for offical talks to merge in 2339.

Robert travelled to Tamar in 2340, where he meet Kevin Tamar and Federation of Skye's Thomas McQuiston. The talks, despite all parties lacking egos to bolster could not decide on what kind of government to form initially. Kevin, proposed system of nine Archonettes, whom would govern small relms within their proposed nation, not unlike ancient greet city-state system. Recluctantly Robert, and Thomas agreed to go with this style government due to lack of better ideas. Robert proposed that they adopt a greek symbol for their nation, the Grecian Lyre, a three sting harp. Thomas agree, felt that name lyre would be a fine name for the their nation, Lyran.[3]

The initial years were troublesome, Robert and others leaders had difficulties agreeing on how thing should be done. It took 4 years to hash out whom should be nine Archons of the Commonwealth. Finalizing that initial leaders of three "proto-nations" as Archons while designated others a elected Archon Treasurer, commander of the Commonwealth's defense force, and secetary of transportation. However, the lead position, Archon Basileus, could not be decided.

The Road to the Leadership of the Commonwealth

By 2375, the nation was experiencing a economic roller coaster. Multiple Archon, having same powers as each other, triggered economic woes with their placing the planned budget into the red. These problems, cause devaluation of the commonwealth's currently, causing chaos and recession. The people of the Tamar Pact threating to break with commonwealth to file a peace treaty with Draconis Combine. Robert had enough, so he begun a plan that would bring nation into order. Marsden begun secretly to collect evidence of the other Archon's illegal activies. In his younger days Marsden had served in Protectorate's armed forces and had friends whom were still in service. He contacted loyal still-active comrades and they begun to form core a new military around the Commonwealth. He then his next act, he took tour various worlds of the Commonwealth as part of means to correct the nations economy. Robert meeting with leaders critical of current government's activites. He convinces them to join him. He then placed members of his loyal staff in key communication centers through out the Commonwealth. After a the pointless meeting of the Archonettes in August, Robert waited when the other Archons were in transit to their home worlds. He then issues a public Commonwealth wide message to all the people of the nation. The messages lists the abuses and coruption of other Archons. He the declares he forming a new parliamentry style government and he claims himself as Archon Basileus, the King of the Archons. He states that he would be the sole power of the nation.
