Takura Migaki was an operative in the Internal Security Force within the Draconis Combine during the thirty-first century. Described as a smooth, vain man with a legendary talent for propaganda, by 3056 Takura had reached the position of head of the Voice of the Dragon, the ISF's propaganda division, under the auspices of the head of the ISF, Subhash Indrahar. Indrahar didn't entirely trust Takura, testing his loyalty periodically with hints that Takhura may have been in a position to replace Indrahar when he retired; Indrahar's distrust was based in part on the fact that Takura always appeared to be too smooth an operator.[1]

Takura was well-known for always keeping up with the very latest fashions on Luthien; the vanity that dictated his appearance extended to the manner in which he ran the Voice of the Dragon - Takura was careful to only elevate people to senior positions if he was confident their abilities deserved it, to avoid the possibility that he might be embarrassed at an underling failing.[1]

To most, Takura appeared to be both a fashion-conscious dandy and a carefree rake; this was a fabrication, an image that he carefully cultivated and maintained. Professionally, Takura was much more restrained, never saying a word by accident. Among Takura's many successes was his creation of the "Black Knight" moniker he created to describe Hanse Davion, inverting Hanse's own image of swashbuckling charisma to turn him into a larger-than-life villain in the eyes of the average Combine citizen.[1]
