Xu Ning was the supposed founder of the Zhanzheng de Guang movement.

Though active after the Fourth Succession War[1], his organization supposedly first came to widespread notice when it attacked police units and garrison forces on Aldebaran, Zurich, Styk, and Gan Singh in 3056. Throughout the rest of the year members continued their attacks, expanding to Acamar, Fletcher, and Nanking. As 3056 and 3057 continued, the Zhanzheng de Guang members committed bombings, bank robberies, and other acts in order to strain the local government's law enforcement capabilities. As soon as Operation Guerrero commenced, the Zhanzheng de Guang stepped up their efforts, and took control of Zurich, establishing the "People's Liberation Party."[2]
His new government was a tyrannical one, executing hundreds of persons publicly, arresting and torturing more. Almost immediately a resistance was born. The most effective of them was a cell led by a man who made himself call Dancing Joker, who sign their attacks leaving a poker card of a joker behind, followed by a group led by Jacko Diamond.[3]
Xu had the support of the Burr's Black Cobras, whose commanding officer, Richard Burr, become his de facto second in command. The Cobras helped him to support his regime, but the Colonel never help to commit Xu Ning's atrocities, assisting to them uncomfortably.[4]
Only after the Dancing Joker resistance group began to seriously threaten Xu Ning's regime survival, help is partner, indirectly. During a dining together, he suggest Xu to attempt to infiltrate someone inside the Joker's group, suggestion than Xu accepted and executed immediately.[5] On the 18 December, Burr agreed to a request of Xu to help him capture the Joker's group as he had managed to infiltrate a man inside them. Burr also informed Xu Ning of the new orders he received from Thomas Marik, to move his group to the planet Nanking to help ensure the planet.[6] But the Cobras last operation on Zurich wasn't a success: the Joker manipulated both Xu Ning and Burr. The attack they had to launch was only a distraction. While they captured the Joker's girlfriend, the Joker's group attacked the mercenaries base and blown it as the Cobra's where not there. Before to depart, Burr was forced to give the prisoner to Xu Ning.[7]
