With the defenses on Odessa sharply reduced following the Civil War and with a poor reputation that made hiring mercenaries unlikely, Odessa was forced to upgrade its planetary defenses. The younger son of Count Nicholas Fisk, [[Leon Fisk]], was installed as commander of the Planetary Guard in [[3072]] on his twenty-third birthday, and would play a key part in rebuilding the planetary defenses.<ref name="JHS:3076p13"/>
