This is a cleanup category: Category:TODO is added to new files when they are uploaded, unless the uploader manually corrects that.  So anything here needs to be reassigned to a proper category, and this one removed.

This is a cleanup category.  Category:TODO is used as a placeholder category tag in the template for uploaded files.  In standard practice, the editor uploading a file should replace the 'TODO' placeholder category tag with one or more categories applicable to the uploaded file.  Any files still belonging to this category should be reassigned to a proper category.  Once properly categorized, the TODO category tag should be removed from the file.
