Succeeding his mother [[Evelyn Humphreys|Evelyn]] in [[3120]], Humphreys at first continued her cautious policy of slowly expanding Andurien's borders and influence without antagonizing its more powerful neighbors. His success in this ensured that by the late 3130s Humphreys had acquired a reputation as a boring and unremarkable ruler, a repute at odds with his sharp political mind.<ref name=ER3145p97/>

Humphreys's marriage alliance with [[Magestrix]] [[Ilsa Centrella]] in March [[3137]], and his rejection of a similar offer from the [[Oriente Protectorate]], signaled a major change in this policy. Some years after the recreation of the [[Free Worlds League]] under Oriente's leadership, Humphreys made plans with his new ally to mount a joint attack on the League in [[3146]]. Negotiations with [[Captain-General of the Free Worlds League|Captain-General]] [[Lester Cameron-Jones]] of the [[Regulan Fiefs]] ensured that this offensive, [[Operation TRIUMVIR]], would be a three-pronged invasion of the League.
