The BattleROM is in every vehicle, Military & Civilian. Like the "Black Box" used in aviation since the 20th century and the Event Data Recorder used in Vehicle since the 21st century, it collects all the data that a pilot/operator has access to. It also collects other data, such as Pilot Condition, Communications, misc vehicle performances, etc....

The data is placed on a Read-only memory (ROM) computer that can survive virtually any kind of damage... from an ammo explosion to a failed orbital drop.

Some of the data that is collected can be disabled by the pilot/operator.
