Elena Norris had been commander of both Alpha and Delta Galaxies, and in 3061 she was Epsilon Galaxy. She was made ecKhan of the Halidon Cloister. Though she was previously thought to be a good candidate for Khan, once she was elected as ecKhan, she devoted most of her energy to that post.[1]
