Haublan was once a failed colony world inside the borders of the Rim Worlds Republic. In 2843 colonists from the Hanju Imperium (a nation based in the Chainelaine Isles that has since failed) settled the world with an eye towards making it the new capital system. The world was settled by an Emperor and his family. Deeply paranoid, convoluted and complicated plots were the norm. In the late 2900's the capital city, Spire, was annexed by Agricorp, another major power in the Isles. This led to a great deal of turmoil and plotting that lasted until 3038.

In that year, the Star Skulls pirate band arrived. They threw in with several Haublan noble families and forced the rest of the Haublan nobles to accept a peace agreement. These two powers then forced the Agricorp to the negotiating table. Eventually the groups hammered out an agreement which saw the establishment of a council to decide planetary policy.[1]
