It was designed by [[Clan Goliath Scorpion]] as a rugged submersible construction ’Mech and was later rebuilt for combat<ref name=rg11p6>''Recognition Guide: ilClan, vol. 11'', p. 6</ref>. A harassing platform, the ''Horned Owl'' is also a capable dueling 'Mech. Five tons of [[ferro-fibrous]] armor provide adequate protection for the light 'Mech. 

Due to its streamlined non-threatening appearance the Horned Owl is well suited for guard duties in civilian areas.
