History
Samuels was one of many who rejected Theodore Kurita's reforms, believing that stripping Draconis Combine garrisons along the Federated Commonwealth border to defend against the Clans was an invitation for Davion aggression. The ISF confirmed his loyalty to the Combine, if not to Theodore Kurita, and allowed him to dissent as long as it did not spread. Samuels treats his Jenner like a heavier 'Mech, challenging bigger enemies.[1]
