I'd say this is a document, because it is a plan, not an actual faction. The plan, as discussed in the article, was about pulling away from exterior worlds, to defend the inner prefecture.--Revanche ^{(talk|contribs)} 20:59, 26 August 2011 (UTC)

My understanding is that this is a plan. Perhaps it will be the name of a faction at some point in the future, but, to my knowledge, it is not one at this time. --Scaletail 23:36, 26 August 2011 (UTC)
