::Not exactly. The year of rules level should be (IMHO) a game year, because that year tells the player when the item can be used in tournament games. In other words, it doesn't matter that a bunch of equipment had its rules level changed in 2014, it matters that units built/games set after a certain date can use different equipment without special rules.
