With the [[Santiago Massacre]] still fresh in the collective memory of the civilian population and the stories of Alliance civilians being executed on a continuing basis on worlds already occupied by Combine forces, the decision to use Combine units to annex Valentina resulted in resistance from the population lasting for months after the two-hour battle that wiped out the militia forces.<ref name="H:RWp119"/> Despite occupying the three major cities on Valentina and actively following General Forlough's order to punish resistance to the will of the Star League by decimating civilian populations, the occupying Combine forces couldn't bring a quick end to the civilian resistance.
