Foster Williams was a news anchor, working for ISNS on Alshain within the Ghost Bear Dominion, as of 3078.[1]

On 31 December 3078, Williams acted as the news anchor for ISNS breaking news, as reporter Denneth Lanzer relayed the news of a terrorist bombing at the Omni-Paradise Hotel in Silverdale on Alshain. During his report, Lanzer told Williams the bombing had targeted a New Years Eve party attended by members of the Unity Council, and that authorities did not yet know who was responsible for the blast.[1]
