Franklin Barnex was a senior Star League Defense Force and the first commanding officer of the Outworlds Alliance Army of Occupation.

Franklin Barnex was transferred from the SLDF headquarters to take command of the Star League Outworlds Task Force, replacing General Amos Forlough on 30 June 2584. Barnex was a sharp contrast to Forlough, believing in a more civilized approach to warfare rather than the brutal, total war approach. As soon as Barnex took command of the task force he repealed various orders Forlough had given, beginning with the order to indiscriminately target civilians on Outworlds Alliance worlds.[1]

Barnex began his own campaign against the Outworlds by first attempting to address problems with his notional allies, the Draconis Combine and Federated Suns. He allowed both nations to take over responsibility for garrisoning a number of worlds and restored DCMS access to the SLDF supply lines; at the same time. He also took a strong line against those senior officers who attempted to continue with Forlough's policies; a dozen assorted SLDF brigade and division commanding officers found themselves relieved of duty when they defied Barnex's orders. He extended the same standards to the DCMS forces, removing half a dozen Kuritan governors and military commanders from their positions.[1][2]

Whilst Barnex attempted to build a base of support for the Star League within the Alliance, he also continued military actions; he rewarded excellence where he found it, and his presence reinvigorated the SLDF efforts to capture Lushann whilst also prompting the DCMS commander, Sho-sho Rimas Nelsson, to attempt to capture Quantraine. Despite exhaustion on both sides and the redeployment of II Corps to the Taurian Concordat, Barnex was able to continue combat operations into 2585, while also being a realist about the likely cost of capturing the Alliance capital of Alpheratz.[2]

When First Prince Alexander Davion of the Federated Suns was able to broker peace talks between the Outworlds Alliance and the Star League, it was Barnex who signed the official peace treaty, the Treaty of Cerberus, on the 25th of July 2585.[3]

Following the Armistice the bulk of V Corps became basis of the Outworlds Alliance Army of Occupation, and Barnex was kept in place as commanding officer; when the newly installed Director of Outworlds Alliance Affairs attempted to use the SLDF as a political tool to recreate the Outworlds Alliance according to her own vision, Barnex not only opposed Lady Claudia Cameron-Davis's plans by rescinding her orders to the SLDF troops, he also put in place checks and balances to prevent anything similar happening in the future.[4]
