Haley Fernando was the Security Minister of Second Chance as of 2787.[1]

When the Free Worlds League invaded the Capellan Confederation at the start of the First Succession War, Haley Fernando was the Security Minister of Second Chance. When Second Chance's naval defenders were destroyed by the Free Worlds League Navy and the defending Twentieth Liao Lancers collapsed without even laying eyes on the enemy, Fernando attempted to evacuate off-world via the city of Sweethaven's spaceport. Unfortunately, the Free Worlds League forces mistook the evacuating DropShips as signs of an impending attack and obliterated the spaceport from orbit. Fernando, along with numerous military troops and the planetary ruler, was killed during the seven-minute long cavalcade of orbital fire.[1]
