Halina Elin was the planetary leader of Helm IV in 3067.[1]

As the Free Worlds League-appointed overlord of Helm, Halina Elin oversaw the construction of Newport, a modern metropolis on the shores of the ancient sea which was intended to become the planet's major economic center.[2]
