In February 3134, Kieran led a Federated Suns delegation on Terra negotiating an aid agreement with the Republic of the Sphere. By 10 February, negotiations were not succeeding. Republic officials anonymously told INN that the Suns delegates were demanding too much, including the placement of AFFS garrisons on planets within two jumps of Federated Suns interests.[1]
