Sebastian Tseng commanded a Black Dragon Society cell operating out of Sternwerde.[1]

The Kokuryu-kai, also known as the Black Dragon Society, was a hardline traditionalist group that formed in the twenty-fifth century that stressed the culture and traditions of Japanese heritage above all others, despite the fact a majority of the Draconis Combine's citizens hailed from non-Japanese ancestry.[1]
Sometime in the early thirty-first century, prior to the formation of the Free Rasalhague Republic in 3034, a local duke who was sympathetic towards his citizens of Rasalhague descent was conducting a tour of the worlds under his authority in a region of the Rasalhague Military District. The Internal Security Force was confident that the Black Dragons would rise up and make an attempt on the duke's life during this tour and hired a mercenary unit to supplement the duke's defenses.[1]
Sebastian Tseng led an unsuccessful Black Dragon attack on the duke's estate on Altenmarkt. Incensed at the mercenaries for getting involved in what they felt was an internal Combine matter, the Black Dragons then pursued them to Maule where again they were repelled. Having overextended their forces, the mercenaries were able to break through their lines on Sternwerde and assassinate Tseng at his base. Despite the loss of their leader, the ISF noted their prisons were quickly filling up with Black Dragon sympathizers and that destroying the Kokuryu-kai would require far more purging.[1]
