Originally settled by rabid democrats, the early Trellisane were able to sustain their excitement for two generations. Attendance began dropping with the third generation however, and eventually fewer and fewer people turned out to exercise their right to vote. After attendance dropped below 50%, the planet's leaders implemented a novel solution.
Trellisane's leaders enacted a law that forced every citizen to vote in an election, but also restricted eligible voters to voting in one of every three elections. This means that only a third of the population must vote at any election, and their votes are seen as making more of a difference. The fact that the citizens only need to pay attention to politics every six years allows them to focus on other matters in the meantime. Once this law was enacted, attendance at the elections soared.[1]
