Franklin Barnex was a senior Star League Defense Force and the first commanding officer of the Outworlds Alliance Army of Occupation.

Franklin Barnex was transferred from the SLDF headquarters to take command of the Star League Outworlds Task Force, replacing General Amos Forlough on 30 June 2584. Barnex was a sharp contrast to Forlough, believing in a more civilized approach to warfare rather than the brutal, total war approach. As soon as Barnex took command of the task force he repealed various orders Forlough had given, beginning with the order to indiscriminately target civilians on Outworlds Alliance worlds.[1]

Barnex began his own campaign against the Outworlds by first attempting to address problems with his notional allies, the Draconis Combine and Federated Suns. He allowed both nations to take over responsibility for garrisoning a number of worlds and restored DCMS access to the SLDF supply lines; at the same time. He also took a strong line against those senior officers who attempted to continue with Forlough's policies; a dozen assorted SLDF brigade and division commanding officers found themselves relieved of duty when they defied Barnex's orders. He extended the same standards to the DCMS forces, removing half a dozen Kuritan governors and military commanders from their positions.[1][2]
