Rodrigo Avellar was an early 27th century ruler of the Outworlds Alliance.
Nephew to Grigori Avellar, the bookish Rodrigo was elevated to the Presidiency of the Outworlds Alliance by Kuritan financial investors expecting him to be their puppet. Instead Rodrigo proved a highly pragmatic ruler and effective diplomat.
Rodrigo's innovative fiscal policies strengthened the Outworlds economy and managed to obtain important concessions from the Star League Council: requiring SLDF garrisons to abide by local laws and eventually being removed entirely; and obtaining an edict excluding the Alliance from having to supply soldiers to the SLDF.
Following his death in 2628 Rodrigo was honoured with a thirty day period of mourning before the confirmation of his successor.
