Mathias D. Gell was the Undersecretary of the Interior for the Capellan Confederation, sometime between 2415 and 2420, under Chancellor Arden Baxter.[1]

Gell was quoted in the book Power in the Times of Troubles, regarding the response of Chancellor Baxter to the limitations of the popular front movements he had sponsored, which he reportedly considered to be too timid in breaking laws.[1]
