Major General Phoebe Shain was the commander of the Star League Defense Force's 66th Infantry Division as of 2764.[1]

Posted to New Olympia during a dispute between the two independent planetary governments, Olympia and Kasnov-Greenland, Shain was ordered by her superiors to remain neutral. Following a less than successful deployment of a Marik Militia unit to defuse the conflict, a renegade Marik Militia Battalion attacked the 66th, as revenge for their inaction.
Major General Shain defeated those attacking her Division, but while she sought to spare the survivors, Free Worlds League officials attempted to prosecute her for what they called the New Olympia Debacle before the Court of the Star League. Shain and her unit were exonerated by the Court on the basis their actions were in self-defense.[1]
