Jun Liao was a member of the Capellan nobility, and a member of Capella's Liao's, family nearby related with the Lias ruling the Confederation. He became infamous about 3130, when it was uncovered than he used the family name to defraud local branches of the Capella Commonality traveling world to world, demanding cash for the central commonality reserves, stoling billions of yuan.
