Charlene Cypher was the commanding officer of the Devil's Advocates between 3059 and 3068.[1]
Captain Cypher was a skilled small unit tactician but on a larger scale, he was known to have problems coordinating his forces.
The unit faced its destiny in 3068. The mercs were hunted and killed by WoB forces.
