A dense atmosphere with a great deal of cloud cover cause a damp, chilly climate. As a holding of the Terran Hegemony, Fletcher was a major industrial world, active in the arms trade with factories for companies such as StarCorps Industries and Flame Tech.[5] This is the second world to be named Fletcher; the original House Fletcher moved here along with many civilians after the world was attacked in 2368 by House Oriente. The world was also a burial site for Capellan Chancellors, starting with Aliesha Liao, the author of the Ares Conventions.[6]

Mercenary Haven
Only lightly garrisoned by the Federated Commonwealth due to the limited industrial value of the world and military commitments in light of the Clan Invasion, Fletcher was a ripe target for attack by the Capellan-backed Zhanzheng de Guang terrorists. An attempted unsupported conquest by the guerillas during the Operation Guererro attacks on the Federated Commonwealth destroyed the planetary HPG station, plunging the world into a communications blackout relative to most Inner Sphere planets and creating a haven for illicit activities, including under-the-table mercenary recruiting.[11]
Royce
Since the collapse of central authority on the planet in late 3050s, it has devolved into a collection of city-states. The capital city of Royce has managed to maintain order, making it a cloud in a sky of chaos. It does this by using militia units loyal to the ideals of the Federated Commonwealth, but not necessarily to the realm itself. Space borne trade, even to other cities on the planet, is doing well, but ground based trade suffers from ‘Mech pirates and bandits.
Because it is stable, Royce has expanded since the fall of planet-wide authority and is now the premier city for trade in goods and services. Mercenary commands strengthen the cities garrison on a rotating basis, adding to its stability and helping the mercenary business.
Mercenary Trade
Instead of building a new HPG on the site of the old one, the area was converted into mercenary offices and hiring areas. More like a convention than a series of rooms, there is one huge hall with a network of conference rooms surrounding a main floor filled with booths devoted to the employers.
Weapons are not allowed in the Hiring Center, save those of its own extensively armed security force. The conference rooms are soundproofed and small, accessible to those who register for their use in the main office and get the key coded for that room. With no over-watch, minimal staff is needed. Those persons who do work here generally provide negotiation brokering. Negotiations are conducted at the mercenary groups and employers own risk. This means that non-sanctioned contracts can be had here (such as covert ops). -From Field Manual – Mercenaries
Jihad Era
The planet was attacked by the Word of Blake. Shortly after crushing the opposition, the Word shut down all mercenary hiring and converted the Hall to a detention center.
In late 3077, the world was liberated during the Federated Suns thrust toward Terra by the 1st Davion Guards and ComStar's 2nd Army.[12]
