Early History
Initially founded under the auspices of the Terran Hegemony before the Age of War, settled by House Fletcher after the first world of that name was attacked by House Oriente in 2368. During this period, the world became the burial site of many Capellan Chancellors, beginning with Aliesha Liao, the Chancellor best remembered for authoring the Ares Conventions.[6] As a holding of the Terran Hegemony, Fletcher was a major industrial world, active in the arms trade with factories for companies such as StarCorps Industries and Flame Tech.[5]
Succession Wars
Following the fall of the Terran Hegemony, Fletcher was occupied by the Capellan Confederation.[7] The amount of force involved was apparently sufficient to convince the Hegemony militia forces garrisoning the world not to forcibly resist.[8] It was also the site of a major battle between Kingston's Legionnaires and the 42nd Avalon Hussars in 2985 that saw the Legionnaires suffering over 60% casualties.[9] Lockhardt's Ironsides and St. Cyr's Armored Grenadiers were also involved in the engagements on Fletcher that year, with the Grenadiers receiving heavy losses of their own.[10] Like many Hegemony worlds, the numerous conflicts over Fletcher caused the destruction of much of the planet's industrial infrastructure.[5]
Operation Guerrero and the Chaos March
Only lightly garrisoned by the Federated Commonwealth due to the limited industrial value of the world and military commitments in light of the Clan Invasion, Fletcher was a ripe target for attack by the Capellan-backed Zhanzheng de Guang terrorists. An attempted unsupported conquest by the guerillas during the Operation Guererro attacks on the Federated Commonwealth destroyed the planetary HPG station, plunging the world into a communications blackout relative to most Inner Sphere planets.[5]
In the wake of that destruction and the failure to impose outside order, Fletcher has devolved into a series of city-states but also created an opportunity for illicit activities, including under-the-table contracts to mercenaries. The capital of Royce is one of the few areas with some degree of stability due to control by militia units who are inspired by the ideal of the Federated Commonwealth but are not loyal to the government of that (now defunct) state. The spaceport is maintained, permitting space-based trade with other city-states and even offworld, a situation considered safer due to the presence of heavily-armed pirates and bandits on overland routes.[5]
Following the FedCom Civil War, Capellan-aligned irregulars have once again attempted to seize control of Fletcher, successfully taking over some outlying areas. While the Confederation has declared itself victorious due to the breadth of territory controlled, the matter is still contested in some quarters.[5]
Mercenary Trade
As it often does, chaos has created opportunities on Fletcher, turning the site of the destroyed HPG into an illicit hiring hall frequented by disreputable mercenaries who often find themselves taking on work that the MRBC would refuse to sanction. The Royce Hiring Center has a strict no-weapons policy enforced by a large, well-armed security force and permits discreet meetings between commands looking for work and the employers who offer it. Negotiations are not guaranteed by any party and betrayal is apparently common. In addition, there are no provisions for training new mercenaries.[5]
Jihad Era
The planet was attacked by the Word of Blake. Shortly after crushing the opposition, the Word shut down all mercenary hiring and converted the Hall to a detention center.[citation needed]
In late 3077, the world was liberated during the Federated Suns thrust toward Terra by the 1st Davion Guards and ComStar's 2nd Army.[11]
